Representative Rod Furness, R-District 31, presented RS 32281 to the House State Affairs Committee. Under the draft, residents would continue to receive 100 pages and two hours of labor time free; nonresidents could be charged for copies and for labor beyond that allowance. Fees charged to nonresidents would be limited to actual agency costs, and response time for nonresident requests would be 30 days with a 45-day extension in exigent circumstances.
Furness emphasized that the proposal does not deny access to public records for nonresidents but aims to allocate response costs to those making requests from outside the state. Representative Scogg moved to introduce the RS and the committee approved the motion.
