Representative Joe Alfieri introduced RS 32,369, a rules substitute proposing structural changes to the State Board of Education. The measure would elect five of seven board members from geographic districts and retain two gubernatorial appointees. Alfieri said the change aims to broaden representation beyond the Boise area.
"The changes that we're seeking here are to have 5 of the 7 members of the state board of education elected by district," Alfieri said, adding the bill proposes a $12,000 stipend per board member and travel reimbursement to address cost barriers for members from distant parts of the state. "We would retain 2 positions appointed by the Governor. That's essentially what it is."
Committee members asked procedural and eligibility questions. Representative Crane asked whether the proposed stipend would be reimbursable or more like a salary; Alfieri replied it was "more like a salary." Representative Mickelson asked whether candidates would have to run along party lines; Alfieri said the bill does not define party alignment for the positions.
A motion to introduce RS 32,369 carried on a voice vote.
