Lane-splitting proposal for motorcycles fails to advance after no motion

Representative Skog introduced RS 32,400, a proposed rules substitute meant to permit motorcycles to travel between lanes in congested traffic, citing statutes in other states that allow the practice and help prevent motorcycle overheating in standstill traffic.
"You probably travel in other states we see motorcycles on the freeway when it's really jammed up traffic and they're going between lanes...this helps the motorcyclists, especially those that their bikes overheat in that traffic," Representative Skog said. He said transportation authorities were willing to hear the bill in committee.
Committee members raised practical questions. Representative Mickelson asked who would pay if a motorcyclist riding beside a car scratched the vehicle. The chairman indicated the RS required a motion to be referred for further consideration. The RS did not receive a motion and the chairman declared the RS "died for lack of a motion."
No formal vote to advance the RS occurred.
