The Joint Finance‑Appropriations Committee approved funding for replacement items, SQL server and Office of Information Technology Services hardware for the Department of Health and Welfare’s Indirect Support Services and attached language that requires the department to evaluate its vehicle fleet and report findings to JFAC.
Representative Mitchell moved the FY2026 appropriations for Indirect Support Services, which included funds for SQL server replacement, replacement items and OITS hardware. During discussion the committee added language directing the Department of Health and Welfare to review state vehicle utilization, vehicle counts and appropriateness of vehicle assignment. The department must deliver a written report on those findings to JFAC through Legislative Services by Dec. 15 of the current year.
Representative Mitchell requested unanimous consent to adopt the language; the committee accepted the request without objection. The roll call for the appropriation and the attached report language recorded 17 ayes, 1 nay and 2 absent/excused. The language clarifies that appropriations for Indirect Support Services are conditioned on compliance with the reporting and procedural direction provided in the committee language.
Committee staff noted the direction is intended to improve fleet oversight and to inform possible future policy or budget adjustments. The report will provide utilization data and recommendations for possible reductions or programmatic adjustments, as warranted.
