Representative Scoggs, presenting the draft on behalf of the absent state treasurer, told the committee he had been contacted by a constituent this summer about the program and described the need for the state to participate. "I'm just a poor mom trying to raise my son in this situation. Can you please help me?" Scoggs said he was told by the treasurer that Idaho should join the program.
The sponsor told members the draft carries no fiscal impact on the fiscal note. After a brief procedural exchange about where the word "Idaho" appears in the draft, a member moved to introduce RS 31886 with the requested amendment. The chair called the question; members voted aye and the motion carried.
Aside from the RS introduction, the committee approved the minutes from its Jan. 14, 2025 meeting and the chair reviewed budget-review assignments included in members' packets, identifying Misty Lawrence as the contact for budget questions. The committee was told it will meet the following day to begin rules review for IDOPL.
No public testimony was taken at this RS hearing, and the sponsor noted that testimony would be taken when the bill returns in printed bill form. The committee did not take further substantive action on the measure during the session and did not provide a recorded roll-call tally for the RS introduction beyond the chair's announcement that the motion carried.
