Senate committee introduces two health-related RS bills, sends both to print on voice votes

Senator Blaylock presented RS31799C1, saying the proposal transfers newborn screening requirements from the Department of Health and Welfare’s rules into Idaho code and removes six Idaho Code sections and seven pages of agency rules. "The RS that is before you transfers the authority and oversight of newborn screening requirements from the Department of Health and Welfare to the legislature by moving them from rules into Idaho code," Blaylock said, adding the change "does not introduce new requirements or impose substantial changes. It simply ensures that the legislature has greater oversight and authority." Senator Harris moved to introduce RS31799C1 and send it to print; Senator Shippey seconded the motion. The committee approved the motion on a voice vote.
Blaylock then presented RS31828C1, which he said seeks to reduce duplicative regulatory burdens on hospitals, nursing facilities and intermediate care providers by aligning state requirements with existing federal Centers for Medicare & Medicaid Services standards. According to the sponsor, the draft repeals 19 Idaho Code sections and eliminates 123 pages of agency rules and is supported by the Department of Health and Welfare and affected providers. "This legislation is supported by the Department of Health and Welfare as well as impacted entities to reduce regulatory redundancies, cut red tape, and provide relief to our healthcare industry," Blaylock said. Senator Harris moved to introduce RS31828C1 and send it to print; Senator Wintrow seconded. The committee carried the motion on a voice vote.
