Committee accepts corrected CEC recommendation clarifying salary language

Frances Lippett, a budget and policy analyst with the Legislative Services Office, presented corrected language to the committee’s CEC recommendation letter on Jan. 13 and the Joint Finance-Appropriations Committee accepted the technical revisions by unanimous consent.
Lippett told the committee that the earlier draft did not accurately reflect the committee’s motion from the prior week. "The motion in committee that passed did not include that flexibility language," she said, describing the first correction: the committee had recommended a salary increase for state employees of $1.55 per hour per FTE and the flexibility language that appeared in the draft was not part of that motion.
She also clarified the committee’s action regarding IT and engineering staff: the recommendation for a 4.5% market-based increase for employees on the IT and engineering salary schedule is in addition to the $1.55-per-hour-per-FTE increase. Chair Harmon asked for unanimous consent to accept the technical revisions; with no objection, the chair ruled the corrections accepted.
The committee treated the corrections as technical and did not debate further. Lippett remained available for follow-up questions the committee may choose to raise during subsequent budget work.
