“This bill makes it unlawful for any person to engage in weather modification or solar radiation management activities within Idaho,” Nichols said, while adding that the measure includes an explicit exemption for cloud seeding operations that the Idaho Water Resource Board has authorized. Nichols told the committee the draft clarifies terminology, distinguishes cloud seeding from broader weather modification, and removes an obsolete weather-modification taxing district that has not been active since the 1970s.
Committee members repeatedly urged scientific backing for the policy. Senator Lent and Senator Taylor both asked the sponsor to bring “strong scientific foundation” when the bill returns for formal consideration. Senator Cole moved to send RS32239C1 to print and Senator Lakey seconded; the motion carried on a voice vote.
Nichols framed the bill as protecting Idaho agriculture and preventing unregulated activities, noting that several other states have enacted or are considering similar restrictions. The committee recorded no roll-call vote in the transcript; the measure was advanced to the drafting/printing stage for further stakeholder input and potential amendment.
