Commerce Committee approves rule updates from Insurance, Fire Marshal and licensing boards

The Idaho Senate Commerce and Human Resources Committee voted to accept a package of rule dockets from the Department of Insurance, the State Fire Marshal and the Division of Occupational and Professional Licenses (DOPL), adopting technical and substantive changes regulators said will simplify wording, reduce duplication and modernize standards.
Department of Insurance Director Dean Cameron and bureau chiefs presented four IDAPA rule changes the department had negotiated with stakeholders. Eric Fletcher, company activities bureau chief, described the life-settlement rule (docket 1803022401/IDAPA 18.03.02) and said the rule "was reduced by 30%" to remove duplicative language. The committee approved that docket by voice vote.
Shannon Hole, Market Oversight Bureau chief, presented title-insurance changes (docket 1805012401/IDAPA 18.05.01), noting one substantive update to the definition of "collected funds" used in escrow and title transactions. "This change was actually proposed to us by industry during negotiated rulemaking," Hole said; the committee approved the docket.
Fletcher also presented surplus-lines rule changes (docket 1806062401/IDAPA 18.06.06) that clarified that brokers satisfy an annual-report requirement through existing premium-tax filings. "This has been the longstanding practice of the Department of Insurance," Fletcher said; the committee approved the changes.
Idaho State Fire Marshal Knut Bridal presented the state's adoption of the International Fire Code (docket 1808012401) and explained edits to section 17 (Violation Penalties) that add a prosecutorial step before misdemeanor charges are filed and promote progressive enforcement. "These changes resulted in a 3% word addition," Bridal said; the committee approved the docket.
The Division of Occupational and Professional Licenses presented two chapters of pending rules. Jessica Spoya, licensing and registration program manager, summarized revisions to the State Liquefied Petroleum Gas Safety Board chapter (docket 24-2201-2401). Spoya said the board will adopt the National Fire Protection Association's 2024 edition of NFPA 58 and change an experience requirement from one year to 2,000 hours to align with on-the-job training norms. The committee approved that docket. Spoya also presented proposed changes for professional engineers and land surveyors (docket shown in materials) that include reciprocity clarifications for licensees from other countries and a reduction in required continuing-education hours for engineers from 30 to 24 per renewal cycle; that docket was approved as presented.
Committee members asked clarifying questions in several presentations — for example, about the practical effect of the updated collected-funds language and about how reciprocity would treat applicants who received general education outside U.S. college systems — but none of the dockets drew recorded opposition. Each rule package was described by agency staff as the product of negotiated rulemaking with industry or stakeholder input.
The committee approved the dockets by voice vote; no roll-call tallies were recorded in the transcript.
