Arlington launches engagement on comprehensive plan update, low‑residential study and leaf‑blower rules; regional board defers I‑495 southside express lanes

Comprehensive plan update: County liaisons described the county’s multi-week engagement on the comprehensive plan’s foundational section, which the county reviews every five years. Staff urged residents to participate in virtual and in-person meetings and highlighted language-access events; a final virtual session with interpretation is scheduled for Nov. 5, and an in-person meeting is scheduled in Shirlington the following week.
Low‑residential (lot-coverage) study: staff described a study focused on how tree canopy, plantable area and stormwater interact on single-family lots as parcels redevelop. The study will not amend main building heights or footprints at this stage but will explore limits on total impervious area, plantable-area definitions, yard/setback adjustments to preserve tree canopy and alternatives to current lot-coverage rules. A next open house is scheduled for Nov. 13 and materials can be found by searching the county website for “lot coverage.”
Leaf‑blower public input: the county opened time-limited feedback on handheld and backpack leaf‑blower rules and received large public input; the survey remained open through Oct. 29. Staff said input will inform potential rules that consider worker safety, environmental quality and noise.
Regional transportation planning: Arlington’s representative reported that the Metropolitan Washington Council of Governments’ Transportation Planning Board deferred consideration of I‑495 southside express lanes from the region’s Visualize 2050 plan. The board requested that VDOT return in 2026 with further coordination on cross‑jurisdictional impacts, including transit capacity and tolling effects.
