JFAC approves language to preserve National Guard pay parity with federal schedule

The Joint Finance-Appropriations Committee approved language to permit the Military Division to maintain pay parity between state National Guard compensation schedules and federal pay scales.
Frances Lippitt, budget and policy analyst with the Legislative Services Office, told the committee the Military Division is statutorily required to maintain parity with the federal general schedule for National Guard administration compensation but that a prior restriction on changing employee compensation would have prevented implementing the change. Lippitt said the language before the committee provides an exemption that permits the division to apply the federal pay adjustments to the state's National Guard compensation schedule.
Senators and representatives accepted the language by unanimous consent. Lippitt explained the state pay grades align with federal enlisted and officer pay grades ("enlisted pay grades are E1 through E9 and officer pay grades are 1 through 10") and the language will keep state and federal pay increases synchronized.
The committee recorded the language as approved and forwarded the change with a do-pass recommendation.
