District plans $25,000+ fire alarm replacement at Grand Haven Elementary; work scheduled for summer

McMinnville — District facilities staff told the McMinnville School Board on April 14 that Grand Haven Elementary needs a full fire alarm replacement because parts for the existing proprietary system are no longer available and the panel is intermittently unreliable.
Director Crane and facilities staff said the district has already replaced alarms at two peer schools (Dunaway and Willamette) and that Grand Haven’s panel still functions intermittently but spare parts — duct detectors, horns and strobes — are difficult or impossible to obtain for the current system. The district solicited three bids as required by Oregon procurement rules for projects above $25,000 and intends to select the most fiscally responsible bid for a replacement using a Honeywell (non‑proprietary) system so that multiple vendors can perform service in the future.
Staff proposed paying for the work from the construction excise tax fund, which is set aside for capital improvements. Facilities staff said the work would be scheduled for summer months to avoid overtime and to minimize disruption during the school year.
Board members asked about system standardization across district buildings and were told the Honeywell panels will match other recently replaced systems except for an older proprietary panel at Buell, which was replaced previously with a proprietary panel for fiscal reasons.
No formal board vote was required at the business meeting; staff will proceed with procurement and scheduling per district purchasing rules.
