Senator Melissa Wintrow, a Democrat from District 19, asked the Senate Health and Welfare Committee to print RS 31946, legislation that clarifies review timelines for certain foster care placements and reduces administrative burden on providers working with children in residential treatment.
"I'm Melissa Wintrow. I'm a Senator from District 19," Wintrow said when introducing the request to print. She said the measure amends a statute passed last session that intended to prevent placing foster children in short-term rentals such as Airbnbs. She told the committee that an unintended consequence of the change increased administrative review requirements for residential treatment programs serving children with complex needs.
"We are swimming with administrative burden on these cases, exceeding even what the federal government would require, and it's taken away from the care of those kids," Wintrow said, summarizing concerns she had heard from providers. The RS delineates 14 days for short-term placements and extends an allowance for a 90-day review period for longer residential treatment placements, she said.
Senator Bierke moved to send RS 31946 to print; the motion was seconded and approved by voice vote. Committee discussion on the floor at this meeting focused on reducing paperwork and restoring a review approach that officials and providers agreed would better match clinical and placement realities.
