Boise — The Senate Health and Welfare Committee approved a do-pass recommendation for House Bill 28, which would consolidate two licensing boards into a single Idaho Board of Long Term Care Administrators.
Senator Carl Bjerke, sponsor of the bill, said HB 28 "consolidates the Residential Care Administrators Act and Nursing Home Administrators Act into the Long Term Care Administrators Act" and would create a single board to regulate functions previously handled by two entities. "This bill has no fiscal impact on the division and dedicated funds and no impact to the general fund or federal funds," Bjerke told the committee.
Bjerke said industry stakeholders participated in the drafting and have been supportive. After brief discussion with no questions from committee members, Senator Harris moved and Senator Keiser seconded the motion to send the bill to the Senate floor with a do-pass recommendation; the motion passed on a voice vote recorded in the transcript.
The sponsor characterized the measure as administrative consolidation rather than a policy change; the committee did not receive testimony in opposition during the recorded discussion.
