Committee staff told members the edits are technical fixes picked up after the committee’s January decisions. Legislative Services staff said the public‑schools language needed to explicitly include Idaho Digital Learning Academy in longstanding program‑transfer exemptions. A second correction updates a Health and Human Services appropriation reference so funds for an Idaho drug‑treatment program are shown in the correct section of the maintenance bill. A third fix corrected a numeric typo in the constitutional officers’ FTE cap, changing it to 431.9.
The public‑schools and health‑and‑human‑services language changes were approved by unanimous consent after staff displayed the edited language on screen and explained the intended effect. The FTE cap correction required a formal motion and roll call; the motion to cap full‑time equivalent positions for the constitutional officers at 431.9 passed on a roll call and, without objection, will carry a due‑pass recommendation to the floor.
Committee staff said the program‑transfer change for K–12 preserves an existing exemption that permits limited transfers between appropriated divisions when enrollment forecasting requires adjustments, and that adding Idaho Digital Learning Academy avoids a situation where funds could be treated as both inbound and outbound in the same transfer window. The health appropriation fix replaces an outdated reference to the Millennium Income Fund with a citation showing the funds are appropriated in section 1 of the maintenance bill.
The committee recorded the FTE cap motion as a roll call; the clerk reported the combined committee vote in favor and ordered the action to carry to the floor with a due‑pass recommendation. Staff said the three edits are purely technical and will be added to the maintenance bill package for the floor. No new policy changes were introduced during these fixes.
