Lenny told the committee that the Department of Health and Welfare is the state’s largest agency, with roughly 3,000 employees and “a $6,000,000,000 budget.” He said the department is organized into divisions that contain bureaus, and that some bureau chiefs oversee hundreds of employees and millions of dollars in budget authority — in some cases larger than entire state agencies. As an example, Lenny said the Benefit Field Operations bureau had 418 FTEs while the Department of Agriculture had 249 FTEs.
The proposal, Lenny said, would “align bureau staffing with division standards to ensure accountability” by requiring bureau staffing and oversight to meet clearer standards and to make bureau chiefs subject to the same accountability expectations as division heads. He said the RS is intended to strengthen oversight of taxpayer dollars and cited past instances discussed in committee as motivating examples.
Committee action Senator Keiser moved and Senator Seiderfeld seconded that RS32014 be sent to print. The committee recorded an affirmative voice vote to order the RS printed.
Why it matters: The Department of Health and Welfare manages a large portion of Idaho’s state budget and administers Medicaid and other programs; the RS targets internal governance and oversight, proposing to change how bureau chiefs are aligned with division standards and accountability structures.
