RS would shorten review and custody timelines in Idaho child-protective code, sponsor says

Senator Cody Galloway told the committee RS32351 was prompted by constituent experiences in the foster-care system and would amend timelines in the Idaho child-protective code to move children more quickly into permanent, supportive homes.
Galloway said the RS makes three specific changes: it shortens the interval between review hearings from six months to two months (page 1, lines 15 and 17), shortens a custody threshold from "15 of 22 months" to "12 of 22 months" (page 5, line 19), and adds language allowing judges to consider the bond a foster child has formed with a substitute caretaker when evaluating long-term placement (page 9, line 23). He said he had sought input from foster families, the Department of Health and Welfare, and the Ada County courthouse while drafting the proposal.
Senator Kaiser moved to send RS32351 to print and Senator Seiferfeld seconded. The committee approved the motion by voice vote; no roll-call tally appears in the transcript. Galloway asked for a yes vote so he could present the RS at a future full hearing.
