JFAC approves multiple agency budget items, including public television, soil and water grants and lottery hardware — votes at a glance

The Joint Finance-Appropriations Committee took votes on a range of agency budget requests and technical corrections Friday. Actions included replacement-item funding, small enhancements, forecast adjustments and language directives. Below are the principal outcomes recorded on the committee floor. - Division of Substance Abuse Treatment and Prevention: FY2026 fund reallocation motion approved (net-zero impact among federal/dedicated fund shift). Final recorded tally after correction: Grand total 14 ayes, 6 nays — motion passed.

- Department of Labor — Unemployment Insurance operations: An initial FY2026 request vote failed; later technical corrections and a fund-transfer/appropriation to align fund balances and correct accounting were approved. The corrective transfer motion to move $4,868,000 from the Unemployment Security Administration and Reimbursement Fund to the Employment Security Fund passed by roll call (grand total 18–0) and related language to correct FY2024 fund balances and request staffing reports also passed by unanimous consent.

- Commission for the Blind and Visually Impaired: FY2026 IT replacement funding of $28,900 (general fund) approved by unanimous or near-unanimous vote (grand total 18–0 recorded in committee for passage).

- Secretary of State: Motion for FY2026 enhancements and reappropriation authority (total $468,300 general fund) passed by committee as recorded (vote: Senate 8–2; House 7–1 with absences; overall passed with due pass recommendation).

- Lieutenant Governor: FY2026 IT hardware funding of $32,600 (general fund) approved (committee passed; tally recorded in packet).

- State Treasurer: Motion approved to add email-security funding (total $25,000 split general/dedicated), while the governor’s separate workforce-housing proposal was not included in the committee motion (committee discussion noted disagreement; motion passed for the IT item alone).
