Franklin County approves rezoning on Virginia Road to allow family parcels

The Franklin County Commission on Oct. 22 voted to approve a multi-step rezoning and boundary-line adjustment affecting properties commonly known as 3131 and 3137 Virginia Road, about nine miles east of Ottawa.
County staff described a plan to rezone roughly 3.92 acres of the north parcel from the A-1 district to R-3A and to rezone approximately 77–80 acres of other adjoining land to the A-2 district through boundary line adjustments and a one-time tract split. The proposal would create a 3.92-acre parcel that currently contains a house and utilities; the middle tract described by staff is bare and “developable.” The stated intent is to allow multiple members of the same family to live in separate, nearby parcels.
Planning staff said the Planning Commission accepted staff’s recommendation of approval and did not have extensive discussion. Commissioners asked about access for an 80-acre parcel that is functionally landlocked from Franklin County’s perspective; staff replied the parcel has access on the Miami County side and warned that a building permit for the parcel might not be approved without adequate utilities and frontage.
A motion to approve the rezoning and associated boundary adjustments carried; commissioners recorded yes votes from the board members present.
