Committee prints resolution urging research ethics rooted in Nuremberg Code; sponsor to request hearing on floor

The Idaho Senate Health and Welfare Committee voted to print RS 32224, a resolution that reaffirms ethical principles for human research and recognizes the Nuremberg Code as foundational, sponsor Senator Tammy Nichols said.
Nichols told the committee RS 32224 “reaffirms Idaho's commitment to ethical, medical, and scientific research, by recognizing the Nuremberg Code as the foundational framework for protecting human rights.” She said the draft incorporates principles from the Declaration of Helsinki, the Belmont Report, and UNESCO’s Bioethics and Human Rights Declaration.
“By encouraging Idaho's research institutions to adhere to these ethical standards, this resolution promotes scientific integrity, accountability, and respect for human dignity,” Nichols said. The sponsor described the resolution as advisory only and said it imposes no financial impacts on state or local governments.
Committee members asked why the resolution was being raised now. Senator Wintrow asked, “Why this? Why now?” Nichols replied she has compiled further material and was willing to present a fuller hearing so the committee can review background and reasoning.
Senator Keiser moved to send RS 32224 to print; Senator Zieterfeld seconded. The motion passed by voice vote. Senator Nichols said the committee will pull the resolution back to the floor when it reaches the tenth order so the committee can hold a full hearing there.
