JFAC approves $666,500 for Commission on Aging including ARPA drawdown

The Joint Finance Corporation Committee approved a total of $666,500 in additional funding for the Commission on Aging on a 19-1 recorded vote.
The package includes a $500,000 one-time federal appropriation to draw down remaining ARPA grant funds before the funding expires on Sept. 30, 2025, $162,600 in ongoing general-fund support to address inflationary increases and $3,900 in one-time general-fund support for IT hardware replacements.
Budget analyst Kellen McGurkin said the $500,000 ARPA drawdown is intended to "pay final invoices and draw down final remaining ARPA grant funds before access to that funding expires September thirtieth of 2025." He said $450,000 of that federal amount would be direct payments to local area agencies on aging to cover final invoices for programs including older Idaho and supportive services, meal programs, modernization at contracted senior centers, caregiver assistance, adult protective services and a pilot program to expand the public health workforce.
McGurkin described the $162,600 ongoing request as an inflation adjustment, saying $155,000 would fund a 3% increase in trustee/benefit payments to local area agencies on aging and $7,600 would cover a 2% increase in central commission operating costs for training, travel and audit work. He also described the $3,900 one-time general-fund request as replacement of two laptops and two docking stations on a four-year replacement cycle per ITS recommendation.
A motion to add the requested amounts to the JFAC fiscal-year 2026 program-maintenance budget was moved and seconded and received majority approval. The committee clerk announced the final tally as 19 ayes and 1 nay; the chair declared the motion carried and the measure will advance with a do-pass recommendation.
The additional funds are intended to be one-time federal expenditures for ARPA-related invoices and ongoing maintenance for trustee payments and limited central-office operating increases; committee discussion and the analyst's presentation did not identify any new ongoing program expansions beyond the described inflation adjustment and IT replacements.
