Alex Williamson told the committee VOCA and other federal grant cash has decreased in recent years and the Domestic Violence Council requested supplemental help to sustain child advocacy center operations. Senator Cook described visits to CACs and cited prosecution and conviction benefits when CACs are used: he said prosecution rates improve and convictions carry longer sentences when CAC‑based forensic interviews are available. Representative Furness moved the appropriation; Senator Cook seconded. The motion passed with a combined committee vote of 18 ayes, 1 nay and 1 absent/excused.
Analysts said CACs provide forensic interviews, counseling, civil legal aid and other services to child victims. The committee adopted the appropriation as a one‑time expenditure to replenish funds that had previously been supported by federal grants and fees; some members said they hoped to secure ongoing resources but limited this action to one time in the current package.
