Committee declines to introduce bill on mobile driver's licenses after security concerns

Representative Mickelson sought to introduce RS32144, a bill the sponsor said would affect use of mobile driver's licenses for voting, but the committee did not approve printing the measure after several members raised security and fiscal concerns.
"I still have some serious issues with this," Representative Mitchell said, expressing concern about how easy it can be to fake mobile IDs, and saying he had documentation about verification and law-enforcement issues. Mitchell also questioned the fiscal note and suggested cloud storage and third-party carrier costs would exceed what was estimated.
Another committee member asked whether the proposal prevents data from being shared overseas. Representative Mickelson replied that the AMBA system in question was understood by the sponsor to be a system for the United States and Canada and that, as stated in the committee, information would not be transferred overseas. When pressed about future possibilities of overseas transfer, Mickelson said he could not guarantee that and offered to bring the question to a full hearing for a more complete answer.
Representative Pesky moved to introduce RS32144; when the chair called the voice vote, members answered and the chair recorded a "nay," announcing that the motion failed. The committee did not advance RS32144, and sponsors indicated further information would be provided at a full hearing if the bill is pursued again.
No amendments or fiscal details were adopted at the meeting.
