Noah Peterson, budget policy analyst with the Legislative Services Office, explained the annualization request covers the second half of salary and benefit costs for positions (17 FTP reported earlier in the presentation) that were funded for only six months in FY2025. Peterson listed enhancement amounts for annualization, general inflation, and replacement items.
Representative Manmore moved the committee maintenance budget motion that included enhancement 7 (personnel annualization) for $680,700, $212,300 for general inflation, and $1,574,000 for replacement items and summarized the net additional funding as $116,200 from the general fund and $2,350,800 from dedicated funds for a total of $2,467,000. The motion was seconded by Senator Wintrow.
A roll call produced a majority in favor: the transcript recorded 16 ayes, 3 nays and 1 absent and excused. The committee recorded the motion as passed and the enhancement package will move forward with a do‑pass recommendation.
Peterson said the annualization covers positions previously funded only for half a year and that replacement items and inflation funding were standard maintenance requests. The committee thanked staff and moved to the next agenda items.
