RS 32081 introduced to authorize interstate EMS reciprocity after delays in cross-border calls

Representative Mark Sauter, District 1 (Sandpoint), presented RS 32081 to the House Transportation Committee, describing it as a compact to permit EMS providers in Idaho and neighboring states to render cross-border emergency response and patient transport when nearest resources are across a state line. "This is what I call EMS 2 and this really is just the compact which is the agreement that our EMS resources can provide service in our neighboring states as well as those neighboring states can provide service for us," Sauter said.
Sauter said the compact is intended to address instances where the nearest EMS resource or medical facility is across a state line, and he cited an example in Bear Lake where a response delay occurred. He framed the RS as procedural and limited in scope: "That's all this does, it's just a procedural issue," Sauter said.
Representative Shepherd said he would raise detailed questions at the bill hearing, including why certain responsibilities remain with Health and Welfare under other RSs and what costs and replacement costs might follow from cross‑state responses. Sauter said the RS avoids budget and complex language by focusing on the compact itself.
A motion to introduce RS 32081 was made and approved by voice vote; the committee will schedule a bill hearing to examine operational, legal and cost implications of interstate EMS reciprocity.
