Program maintenance packet and "clear language": Keith Bybee, Division Manager for Budget Policy Analysis at LSO, walked the committee through the format of the maintenance budget packets the committee will vote on. He highlighted four recurring categories of language in the maintenance bills: exemptions from statutory transfer limits (60‑7‑3511 or similar), reappropriation authority for multi‑year projects (including ARPA and capital projects), conditions/limitations/restrictions for how funds may be used, and accountability/audit/reporting requirements.
Bybee and Chair Hormann/Horman emphasized that commonly used "intent" language in past budgets will be presented as "clear language" in maintenance bills to make legislative direction explicit. Committee members asked how historic intent language would be retained or removed; Bybee said language that has appeared previously is included in the current packets but the committee retains full discretion to add, modify or remove language when it votes on maintenance and enhancement items. Senator Wintrow and Representative Miller raised the importance of tracking whether prior appropriations and reporting requirements continue to produce intended results; the chair noted the legislature's fiscal‑impact team and digital access to prior reports will help with follow‑up.
