Sen. Lenny's RS32014 seeks bureau-level accountability at Health and Welfare; committee sends to print

The Senate Health and Welfare Committee voted to send RS32014 to print after a presentation from Sen. Brian Lenny (R–Nampa) on Jan. 24, 2025. Lenny described RS32014 as an accountability measure that would align bureau-level staffing and oversight in the Idaho Department of Health and Welfare with division standards.

Lenny told the committee the Department of Health and Welfare is the state's largest agency, with roughly 3,000 employees and an approximately $6,000,000,000 budget. He said the department is organized into divisions and bureaus and that some bureau chiefs currently oversee hundreds of employees and millions of dollars, with some bureaus being larger than entire state agencies. Lenny said his research identified about 34 bureau chiefs and cited an example that Benefit Field Operations has 418 FTEs while the Department of Agriculture has 249 FTEs.

"Needless to say, we need accountability for our scarce taxpayer dollars, and that's what this RS is about," Lenny said. He said the RS would align bureau staffing with division standards to ensure oversight and accountability.

The committee had no additional questions and voted to send the request to print. The motion to print was moved and seconded and approved by voice vote.

Next steps: RS32014 will be scheduled for a full committee hearing where lawmakers can examine the proposed statutory language and potential administrative impacts within the Department of Health and Welfare.
