Representative Petsky initially moved to adopt the Economic Outlook and Revenue Assessment Committee's recommended FY2026 general fund revenue projection of $6.4 billion. Senator Woodward offered a substitute motion to set the revenue projection at $6.33 billion. The substitute motion (Senator Woodward) was seconded and debated. After roll-call voting by chamber, the substitute motion failed: the combined tally was 8 yeas and 12 nays. The committee then considered the original motion to adopt $6.4 billion. That motion received a combined 14 yeas and 6 nays, but the Senate delegation did not produce a majority in favor (the Senate tally was 4 yeas and 6 nays), so under committee rules requiring a majority in both delegations the motion failed.
Committee members described the votes as deliberate compromises among differing revenue forecasts. Analysts had presented three numbers: the EORAC recommendation of $6.4 billion, the governor's recommended planning number near $6.261 billion, and Senator Woodward's compromise of $6.33 billion. Chairman Groh noted the committee's two-majority convention "guarantees that whatever we send out of here, we have a majority from both the house and the senate that agree."
Because the committee did not secure the required majority in both chambers on any FY2026 baseline, members postponed the FY2026 revenue adoption for further consideration.
