Legislative staff detail technical FY2025 budget corrections; votes scheduled

Legislative analysts reviewed three technical corrections to FY2025 appropriations affecting the Department of Commerce, Department of Environmental Quality and Department of Health and Welfare and said the committee will vote on the changes the next day.
Janet Jessup, a budget and policy analyst with Legislative Services, briefed the Joint Finance and Appropriations Committee on three technical corrections to fiscal year 2025 appropriations and said the committee will vote on them the following day.
The changes include moving previously reappropriated broadband monies into a newly created broadband program inside the Department of Commerce so broadband expenditures can be tracked separately. "The monies when in fiscal year 2025 were reappropriated into the commerce program, not the broadband program," Jessup said, adding the table changes net to zero because money is taken out of one program and placed in the other.
Jessup also described a drafting error in language transferring $2,000,000 to the CAFO (confined animal feeding operation) improvement fund. She said the bill text named the Department of Environmental Quality (DEQ) general fund as the source and that transfer resulted in DEQ general fund resources being used in place of a direct general fund transfer; the correction would "make the agency whole and replace those DEQ general fund monies that were transferred to the CAFO fund."
Finally, Jessup outlined two reallocations inside the Department of Health and Welfare: money that had been placed in trustee and benefit payments (payments to third parties) should instead be classified as operating expenditures because the payments were for services under contract. She said both actions move monies net to zero between categories and that the agency's bill language restricted its ability to reclassify those amounts without legislative action.
Committee members asked clarifying questions and were told the items in the yellow packet would be voted on the next day. Committee leadership thanked staff for their work reviewing extensive materials and said the items were largely technical.
The corrections were presented for committee consideration and scheduled for a formal vote at the committee's next meeting.
