The Joint Finance-Appropriations Committee voted to include two statewide budget adjustments: a contract inflation package and statewide cost-allocation changes.
On contract inflation, Representative Miller moved to include the governor's FY2026 recommendation for ongoing increases defined in contract/lease rates, totaling $3,356,400 across the budget (about $1.29 million general fund, $935,400 dedicated, $1.13 million federal). Senator Woodward seconded. Analysts directed members to agency-level breakout information in the packet (page 19). The motion passed on a roll call that produced unanimous support from both the Senate and House delegations.
On statewide cost allocation, the committee approved adjustments that fund services provided across agencies: a net reduction of $2,800,000 from the Attorney General's billings, an increase of $306,900 to legislative audit billings, a $1,948,000 reduction for risk management, a $6,800,000 increase for the state controller, a $45,400 reduction for the state treasurer, and a $3,235,500 increase for the Office of Information Technology Services. Co-Chair Horman moved the package; Senator Woodward seconded. The committee approved the statewide cost-allocation recommendation on a unanimous roll call; the packet (pages 20'26) contains per-agency line items.
Both actions are recorded for inclusion in agency maintenance budgets and will be reflected in appropriation bills that are prepared for floor consideration.
