JFAC corrects FY2025 appropriations for broadband, DEQ and health programs

Madam Chair Horman and members of the Joint Finance and Appropriations Committee on Friday approved a set of technical corrections to the current fiscal year (FY2025) budget that reallocate previously authorized funds into correct accounts and expenditure categories.
The actions included moving previously reappropriated broadband monies from the Department of Commerce’s general commerce program into the newly created broadband office, correcting a $2 million appropriation method for the Department of Environmental Quality (DEQ), and adjusting expenditure classifications in two Department of Health and Welfare programs so contract payments are budgeted as operating expenditures rather than trustee and benefit payments.
Janet Jessup, a budget and policy analyst with the Legislative Services Office, told the committee the broadband change was required because last year’s restructure added the broadband office to the Department of Commerce after reappropriations were already placed into the commerce program. "This action would remove the monies that were reappropriated to the commerce program, and then also add them back into the broadband office so they can be tracked for transparency moving forward," Jessup said.
Representative Handy moved two related motions that together removed $291,737,000 from the Department of Commerce’s commerce program and placed the same amount into the broadband office so the funds are tracked under the correct program. Senator Cook seconded both motions. Both motions passed on unanimous roll-call votes (20 ayes, 0 nays).
The committee also approved a technical correction for DEQ that changes the source/route of $2,000,000 so the agency is made "whole," Ms. Jessup said, by treating the amount as a transfer from the general fund rather than a reduction to the agency’s general-fund appropriation. Senator Woodward moved the motion; Representative Manwaring seconded. The motion passed on a unanimous roll-call vote (20 ayes, 0 nays).
Finally, the committee approved two small intra-agency expenditure-category adjustments for the Department of Health and Welfare. Representative Price moved and Senator Bierke seconded motions that (1) reclassify $160,000 from trustee and benefit payments to operating expenditures in the Substance Abuse Treatment and Prevention Program (funded from the Idaho Millennium Income Fund), and (2) adjust $240,000 related to the Physical Health Services Program (central tumor registry fund) so contract payments are accounted for in operating expenditures. Both motions passed on unanimous roll-call votes (20 ayes, 0 nays).
All motions described above were recorded on the committee’s roll-call votes and will be transmitted as technical-correction trailer language accompanying the FY2026 maintenance budget bills.
The committee did not debate policy changes in these actions; staff described them as bookkeeping and coding corrections so ongoing and one-time funds appear in the correct agencies and expenditure categories for transparency and future tracking.
