Committee clears technical corrections to maintenance bills; small FTP cap correction required roll call

The Joint Finance-Appropriations Committee on Thursday approved minor technical corrections to maintenance-bill language previously adopted by the committee.
Staff described four edits identified during the post-adoption editing process: two clarifications in the public schools budget (program-transfer language and the separate Idaho Digital Learning Academy division), one correction in health-and-human-services language to reference the correct appropriation section for a Millennium Income Fund allocation, and a numeric correction to the full-time-equivalent (FTE) cap for constitutional officers.
The public-schools clarification: Jared Tetreault, deputy manager of the Budget Division with Legislative Services, told the committee staff corrected program-transfer language to add “student support” and to include Idaho Digital Learning Academy (IDLA) as its own division after it had become independent. Tetreault explained the change avoids a scenario where an item could be treated as both a deposit and a withdrawal simultaneously under the program-transfer exemptions the committee intended to preserve.
Health-and-human-services correction: Alex Williamson, budget and policy analyst with Legislative Services, said language that had been copied from a prior placement in the Millennium Income Fund did not reference the correct appropriation section. The proposed edit replaces the first sentence of the offending paragraph to show the funds are appropriated in section 1 of the maintenance bill.
FTE cap correction and vote: Keith Bybee, division manager for Budget Policy Analysis, said a typographical error resulted in the constitutional officers’ FTE cap being misprinted; the intended cap was 431.9 FTE. The committee moved the corrected motion on the record and conducted a roll-call vote. The clerk reported the Senate and House votes were unanimous for a total recorded as 20 ayes, 0 nays and 0 absent/excused. The majority voted in the affirmative and the motion was carried with a due-pass recommendation to the floor.
Procedural notes: The committee approved the public-schools and health-and-human-services language by unanimous consent. The constitutional officers’ correction required a formal motion and a roll-call vote because it involved an FTE cap adjustment in the committee’s maintenance work.
