Janet Jessup, a budget and policy analyst with the Legislative Services Office, walked the Joint Finance and Appropriations Committee through the committee’s revised budget hearing format and the new organization for meeting materials on Jan. 7.
Jessup said the committee has shortened in‑room agency presentations to about 90 minutes and consolidated background materials in an online SharePoint repository that groups documents by page and by agency to make them easier to find. Each agency packet will include a short slide with the agency description, organization chart, FTP (full‑time positions) data, a consolidated fund analysis listing all dedicated funds, a five‑year appropriation and expenditure trend and three years of enhancement history.
Key features and guidance - Consolidated fund analysis: Jessup said the new table shows beginning and ending balances for each dedicated fund an agency controls and is intended to make it easier to spot available balances, trends and fund‑specific constraints. She reminded members that dedicated funds are generally limited by statute to agency use and cannot be reallocated to other agencies. - Account categories and transfers: Presentations will consistently display expenditures by account categories — personnel costs, operating expenditures, capital outlay and trustee/benefit payments. Jessup noted statutory rules govern transfers among categories and that agencies sometimes seek explicit exemptions from those rules. - Personnel and vacancy context: Slides will show current FTP and a five‑year average to help members judge whether personnel counts and salary savings are anomalous. Committee members asked about salary‑savings practices; staff said reasons vary (vacancies, retirements, hiring at lower step) and urged members to ask analysts when numbers look out of line.
Accessing materials Jessup demonstrated where to find PDFs on the session SharePoint: agency LBB pages, LSO budget slides, agency slides and hearing follow‑up documents are listed together and sortable by page number or modified date. She said the goal is to avoid repeated large downloads and to encourage members to view the newest modified documents online.
Ending Co‑chairs thanked staff for the work reorganizing budget materials and noted the change should give members faster access to audit links, federal fund schedules and other documents they may need to evaluate agency requests.
