Deputy Director Lloyd Knight told the committee the department adopted a temporary rule to implement the reimbursement framework authorized by House Bill 592 (2024). The temporary rule establishes the administrative process the department will use to receive and adjudicate claims for livestock losses to wolves and grizzly bears and allows the department to begin issuing reimbursements to eligible producers while the department proceeds with negotiated rulemaking for a permanent rule.
Knight said claims submitted by the statutory deadline (December 31) are under review and that the department expects to complete determinations and reimbursements within weeks. He described the temporary rule as a necessary short‑term measure to allow the department to act on the 2024 statutory authorization and confirmed the department will convene a negotiated rulemaking process and solicit stakeholder input to finalize permanent rule language in the next rulemaking cycle.
The committee adopted the temporary docket by motion and voice vote. The department did not identify new funding sources during the presentation; the temporary rule implements statutory direction authorizing reimbursements under HB592 and sets administrative process and claim review procedures.
