State Board systemwide office seeks $15,000 for training materials for minors on campus

Kevin Campbell, budget and policy analyst with the Legislative Service Office, presented the college and university systemwide budget, which is managed within the State Board of Education office. He said the systemwide office is a funding mechanism and coordinator — not a standalone campus — and the FY2025 base budget is about $6.4 million, roughly $4 million of which is typically transferred to Idaho institutions to support research and systemwide projects.

Campbell said the systemwide office has 2.5 FTE and reported no vacancies; expenditures after program transfers are mostly operating costs. For FY2026 the office requested a small ongoing enhancement of $15,000 for training materials related to minors on campus, citing increased numbers of younger students on campuses because of dual credit, camps and other programs. The analyst said the request is in systemwide because the issue affects multiple institutions across the system.

Campbell also noted a $3,600 request to correct the FY2025 CEC calculation and said previous FY2024 enhancements included staffing and online learning platform support. Joshua Woodworth, director for the State Board of Education, attended and answered committee questions about how dual‑credit and campus interactions can bring minors onto campus for services or short programs.
