Strongsville City Council unanimously passed a package of ordinances and resolutions on Feb. 18, 2025 that update the city's stormwater design and illicit-discharge rules, authorize bids for street maintenance and approve a contract for police camera equipment, and the council voted to enter conditional objections to two liquor-permit applications.
The measures were passed after motions to suspend the rules and adopt or adopt as emergency measures. The council also moved for conditional objections to two liquor-license applications, citing building, health and safety noncompliance; the objections will be withdrawn if the building department certifies compliance.
Ordinances and resolutions approved included: an amendment to the planning and zoning code on the composition of the architectural review board (Ordinance No. 20-25-11) placed on third reading and set for a public hearing April 7, 2025; two ordinances amending stormwater-related code (Ordinance Nos. 20-25-15 and 20-25-16) concerning prohibitions on illicit discharges and stormwater management design criteria; and resolutions authorizing the mayor to advertise for bids for ready-mix concrete (Resolution No. 20-25-17), paint striping for 2025–26 (Resolution No. 20-25-18) and street sweeping for 2025–26 (Resolution No. 20-25-19). The council voted to suspend and adopt or suspend and declare emergency on these items; roll-call votes recorded unanimous approval on each listed item.
The council also approved Ordinance No. 20-25-20 authorizing a contract without public bidding with Utility Associates, Inc., for the purchase of body-worn cameras, in-car video systems and related software and equipment to replace obsolete systems. According to council remarks, the proposed contract runs five years at roughly $110,000 per year; the ordinance was approved after the council stated the purchase would be made under a higher Department of Administrative Services negotiated contract but at pricing below state-term contract pricing.
Councilmembers likewise approved Ordinance No. 20-25-21 authorizing the mayor to apply for financial assistance under the Ohio Department of Public Safety EMS Priority 1 and supplemental grant program; the council noted the grant amount is not yet known.
Conditional objections: The council entered conditional objections to two liquor-permit applications. The first application was for TRFODASHD5 I to BDB Other States LLC (DBA Buka De Pepo), 16677 South Park Center, Strongsville. The second was for a permanent A new D-1 to Ohio Springs Inc. (DBA Sheet convenience store), 9037 Pearl Road, Strongsville. In both cases the council moved for a conditional objection “based upon the applicant’s lack of compliance with the city’s building, health, and or safety codes,” and specified that the clerk will withdraw the objection in Columbus if the building department later confirms compliance.

Council President Short presided over the meeting, and motions to move, suspend and adopt were frequently made by Councilmember Carbone and seconded by Councilmember Kaminski. Finance and law departments certified funds availability and legal form prior to votes.
The actions taken authorize the administration to proceed with the bid process for multiple public-works procurements and to pursue grant funding for emergency medical services; the camera procurement will proceed under the stated no-bid exception and pricing reported to be below state-term contract levels. The two liquor-permit objections remain pending until building-department confirmation.
