Culpeper School Board elects chair, approves routine governance items and several resolutions

At its January reorganization meeting the Culpeper County School Board elected Barbara Brown chair for 2025, named Elizabeth Hutchins vice chair by acclamation, approved clerk and deputy clerk appointments and adopted routine procedures and several resolutions, including a proclamation that February 2025 is Career and Technical Education Month.
The Culpeper County School Board reorganized its leadership and approved a series of routine governance items during its Jan. 13 meeting.
Barbara Brown was elected chair for the 2025 calendar year after a roll-call vote. The board recorded six ayes and one nay on the chair election. Elizabeth Hutchins was chosen as vice chair by acclamation after a nomination from the floor.
The board approved Neil Dean as clerk and Sarah Moran as deputy clerk by voice vote. Members also approved Michelle Metzger to serve as the division superintendent’s designee to attend school board meetings in the superintendent’s absence and designated Neil Dean, Dr. Russell Hauck and Robert Hallman as signatories authorized to sign documents in the superintendent’s absence.
Members adopted Robert’s Rules of Order as the procedures for conducting meetings, accepted the 2025 meeting calendar and committee schedule as presented, and approved the Virginia School Boards Association (VSBA) Code of Conduct for school board members. The board approved its bylaws and rules and accepted the agenda as presented.
On the consent agenda the board approved routine items, including payroll, payment and permission to apply for federal grants. The board also approved a resolution proclaiming February 2025 as Career and Technical Education Month.
Most votes were voice votes or by acclamation; the chair election was conducted by roll call and is the only recorded tally reported at the meeting.
The reorganization items were presented and approved in the meeting’s early agenda and were followed by informational reports and updates from staff and community partners.
