Executive Committee recommends Lower Green River corridor contract amendments to full board; $1.7 million Parametrics amendment, $275,650 Lund Consulting change

The Executive Committee voted 3-0 to recommend two companion resolutions to the full Board of Supervisors that would authorize contract amendments tied to the Lower Green River Corridor Plan: a $1.7 million, 24-month Parametrics amendment and a $275,650, 25-month amendment for Lund Consulting as project manager.
The King County Flood Control District Executive Committee on Feb. 5 recommended to the full Board of Supervisors two companion contract amendments related to the Lower Green River Corridor Plan and the programmatic environmental impact statement.
Michelle Clark, the district executive director, presented staff reports stating that the Lower Green River Corridor Plan work moves from the PEIS phase to corridor planning and capital investment strategy phases. Clark said the district and King County will collaborate closely now that the PEIS phase has concluded and the previously established firewall with King County has been removed.
Under resolution FCD 2025-03, Parametrics would provide project management services, community engagement planning, technical memoranda for six topic areas, plan preparation and capital investment strategy development. Clark said the third amendment for Parametrics is for an amount not to exceed $1,700,000 and carries a 24-month term; she noted the cost is already included in the adopted 2025 budget and that legal counsel has reviewed the amendment.
A companion resolution (FCD 2025-02) would amend the Lund Consulting contract. Clark said Christine Lund has been serving as the project manager/owner's representative; the proposed third amendment would continue Lund's project-management, document review and partnership-committee coordination work for an amount not to exceed $275,650 and a term of 25 months. Clark again said the cost was included in the adopted 2025 budget and had legal review.
Committee members asked questions about federal review and permitting. Clark and Deputy Executive Director Stephen Shower said the district has faced delays obtaining federal agency reviews for Clean Water Act and Endangered Species Act issues; Clark told members the Army Corps of Engineers recently informed the district it does not intend to move forward with a partnership on the Desmone levee in Tukwila, a development staff said they were investigating and would brief members further. Supervisor Deshaun noted the importance of community navigators and jurisdictional consistency on levels of protection and permitting.
Vice Chair Perry moved both resolutions and Supervisor Von Reichbauer seconded. The committee recorded unanimous roll-call votes of 3 ayes and 0 noes for each resolution; both were recommended to the full Board of Supervisors.
