Legislative staff told the committee SB1148 adjusts salaries by a cost‑of‑employment change (CEC) equivalency and the trailer appropriations provide the mechanics to fund the commissioners’ salary increases and associated benefit costs. Committee analyst Kellen McGurkin presented figures showing total additional appropriations of roughly $39,300 across the three agencies, with approximately $26,306 from dedicated funds and $13,000 from the general fund.
The committee approved three separate motions: $11,800 from dedicated funds for the Public Utilities Commission; $15,700 total (including $13,000 general fund and $2,700 dedicated funds) for the State Tax Commission; and $11,800 from dedicated funds for the Industrial Commission. Each motion passed on roll call and received a due‑pass recommendation.
Committee members noted the statutory requirement to provide separate appropriations for certain commissioners so they receive equivalent CEC increases applied to other state employees. The motions were routine and uncontroversial in committee action.
