House panel approves temporary nursing board fee reductions averaging 20%

The Idaho House Health and Welfare Committee voted to approve Temporary Rule Docket 24-3401-2501, which implements fee reductions proposed by the Idaho Board of Nursing as part of the division’s response to legislative intent language on board cash balances.
Katie Stewart, bureau chief for the Administration Bureau at the Division of Occupational and Professional Licenses, told the committee the board adjusted its fee table to include "not more than" language so fees could be decreased in the future without additional rulemaking. "At the time, the Board voted to decrease their fees by an average of 20% going from $90 for renewal application down to 70," Stewart said.
Representative Wheeler moved approval; the committee adopted the temporary rule by voice vote. Stewart said the division uses a five-year rolling average to assess boards’ cash balances and that the nursing-board changes were made to bring balances into alignment with the legislative targets described in the appropriation language.
Committee members did not record a roll-call tally on the temporary rule approvals in the transcript. The division will post updated fees and notify licensees, Stewart said.
