The committee approved a fiscal 2025 supplemental request and FY2026 enhancement package for the Office of Information Technology Services (ITS), including funding for office equipment in the current year and a multi‑component enhancement package for next year.
For FY2025, the committee approved a one‑time general‑fund supplemental of $81,700 to purchase interim office equipment—cubicles and chairs—to bridge workspace needs for consolidation of IT staff.
For FY2026, the committee approved the agency’s enhancement package largely consistent with the agency request rather than a separate governor recommendation. The FY2026 package approved by the committee included: funding for office space moves into Buildings 6 and 8; $1,113,300 for enterprise security enhancements including backup improvements and ransomware protections; emergency connectivity hardware; IT infrastructure purchases (including F5 consolidation and voice over internet conversion); a ServiceNow project management tool; 22 additional full‑time equivalents tied to consolidation of Idaho State Police and Department of Juvenile Corrections IT staff; and $1,335,100 for ITS hardware replacement items. The motion totaled $11,134,000 and added 22 FTEs.
The sponsor said the committee returned to the agency’s original request after planned legislation creating a separate cybersecurity and IT resilience fund did not transfer monies into that fund this year. The motion passed on a combined committee vote of 14 ayes, 5 nays and 1 absent excused.
The committee also adopted language directing ITS and the Division of Financial Management to submit a December 1 report with recommendations on cost efficiencies for IT equipment and services across state agencies.
Representative Petzke moved the FY2026 motion; Senator Cook seconded. Representative Ward Engelking moved the FY2025 supplemental; Representative Petzke seconded. Members discussed consolidation of agency IT services, cybersecurity priorities and procurement timing during consideration.
