Committee approves temporary midwifery rules after fee reductions tied to board consolidation

The House Health and Welfare Committee approved temporary rule Docket 24-2601-2501, which implements fee changes for the Idaho board related to midwifery licensing after consolidation into the Idaho Board of Nursing.
Katie Stewart, Bureau Chief in the Administration Bureau of the Division of Occupational and Professional Licenses, presented the temporary rule and said the change was undertaken in response to legislative intent language requiring attention to board cash balances. Stewart said the board updated its fee table to include “not more than” language so it could more easily reduce fees in the future. "At this time, the board voted to decrease their fees an average of 90%," Stewart said, noting the board had been consolidated into the Idaho Board of Nursing during the 2024 legislative session.
Stewart said the changes reduced the midwifery initial-application and renewal fees from $200 and $850 respectively to $35 for both initial applications and renewals under the consolidated structure. Representative Redmond moved to approve the temporary rule; the motion passed on a voice vote.
The division said the fee decreases were part of ongoing efforts to align fees and cash balances across boards and to comply with the Legislature’s intent language from last year’s appropriations. Committee members praised the consolidation as an example of operational efficiencies that can enable lower fees for licensees.
