The House Agriculture Affairs Committee approved the Idaho Department of Agriculture’s incorporation‑by‑reference update for Grade A milk standards (docket 020405‑2401). Andrea Thompson and Dr. Scott Lively explained the update and said the rule adopts newer editions of four technical documents used nationwide for Grade A milk production, laboratory evaluation and interstate milk shipments.
Dr. Lively told the committee the four documents are: the Pasteurized Milk Ordinance (pasteurization and sanitary standards), methods for sanitary rating of milk shippers, evaluation standards for milk laboratories and the cooperative procedures for interstate milk shipments. The department said the most recent Idaho update was 2019 and the industry expects periodic updates to maintain alignment with national standards; the 2023 versions contain mostly technical changes.
Representative Dyger asked whether manufacturing‑grade milk remains in production; Dr. Lively said there is one manufacturing‑grade dairy in eastern Idaho and roughly 350 Grade A dairies remain in the state.
Representative Garner moved approval; the committee approved the docket by voice vote.
