Idaho Senate committee backs bill urging local school districts to adopt distraction‑free learning policies

The Senate Education Committee voted to send Senate Bill 1032 to the full Senate with a “do pass” recommendation after hearing more than a dozen witnesses — mostly students and school officials — who testified that local phone restrictions improved classroom engagement and behavior.

The bill, sponsored in the committee by Senator Burnt, would require each Idaho school district to assess the effect of mobile-device use on students and adopt a policy that “promotes distraction free learning.” The legislation sets a deadline for districts to implement such policies “by the end of the year” but does not prescribe the exact content of local policies, leaving exemptions and specifics to local boards and administrators.

Supporters told the committee districts that have adopted strong phone rules reported better classroom focus, fewer disciplinary referrals and improved social interaction. Laura Stone, chair of the Blaine County School District Board of Trustees, said the district received “over 800 comments on different issues, and only 4 or 5 parents shared concerns” before implementation and that teachers report higher participation and fewer behavior problems.
