Lively said the changes move common language on soil sampling, record keeping and land application to IDAPA 20.43.0 (rules governing nutrient management) to avoid regulatory drift and reduce confusion across industries. He said unique beef-industry requirements, such as a 120‑day lagoon retention requirement, remain in the beef cattle rule.
The department emphasized the edits are organizational and do not change regulatory obligations or permit conditions; the committee approved the docket on a voice vote. Lively noted the reorganization follows similar edits made earlier to dairy, commercial truck wash and poultry rules so that cross‑industry nutrient-management language is uniform and centrally maintained.
