The committee accepted public‑schools and health‑and‑human‑services language corrections by unanimous consent after Jared Tetreault, deputy manager of the Budget Division, said the public‑schools fix was needed because the Idaho Digital Learning Academy had become its own division and needed to be explicitly included in program transfer exemptions. Alex Williamson, budget and policy analyst, explained the health‑and‑human‑services correction replaced an outdated reference to the Millennium Income Fund with the correct maintenance‑bill appropriation section.
For the constitutional officers’ FTE cap, Bybee said the correction fixed a numeric typo in the motion text. Representative Miller moved to “cap full time equivalent positions for the constitutional officers at 431.9.” The committee carried the motion by roll call; the chair announced a final tally of 20 ayes, 0 nays, 0 absent or excused and said the motion will carry a due‑pass recommendation to the floor.
Why it matters: these edits tidy language and correct numeric errors in bills the committee has already approved, reducing ambiguity before the package moves to the full legislature. The FTE cap change corrects a staffing ceiling that will be incorporated into the constitutional officers’ maintenance budget.
