Lively told members the docket is an incorporation-by-reference update to four documents governing Grade A milk: the Pasteurized Milk Ordinance, sanitation standards for milk shippers, laboratory evaluation standards, and interstate milk shipment procedures. The documents were updated to the 2023/2024 versions; the department said changes are technical and have a minor regulatory impact.
Committee members asked whether many dairies still produce manufacturing (non‑Grade A) milk; Lively replied there is one manufacturing-grade facility in eastern Idaho and roughly 350 Grade A dairies.
