Bybee outlines bills that could affect Idaho general fund; JFAC members ask for totals

Keith Bybee, division manager of Budget Policy Analysis with the Legislative Services Office, presented the General Fund daily update to the Joint Finance-Appropriations Committee on Feb. 14, flagging multiple bills with fiscal notes that could affect the state general fund.
Bybee highlighted bills categorized as requiring appropriation (APP) including House Bill 111 (photo ID to use SNAP benefits), House Bill 124 (judicial salary increases, about $10 million), House Bill 138 (medical Medicaid eligibility definition changes showing projected savings of $109,000 — on third reading), and others affecting honoraria for the Commission of Pardons and Parole (about $59,300), fingerprinting and DNA collection (HB157), the Idaho Education Opportunity program (HB164, $14.8 million), and a cybersecurity resiliency fund introduced by House Appropriations with a $10 million one-time fiscal note (HB168).
Bybee also called attention to Senate bills for new district judges (SB1028 and SB1029, each $408,100) and other bills with fiscal notes including K–3 literacy professional development ($5 million) and crisis pregnancy centers ($1,025,000). Committee members asked Bybee to add a total line summarizing revenue-side and appropriation-side totals in future updates so the committee can see the aggregate fiscal exposure of pending legislation.
Representative Tanner asked for an aggregated total line in future updates. Bybee agreed to add totals for revenue bills and appropriations to show the committee the full exposure of pending legislation.
