Committee advances bill to move newborn-screening rules into Idaho Code

Senator Camille Blaylock presented Senate Bill 1014 to the Senate Health and Welfare Committee to move the department’s existing newborn-screening rules into Idaho statute. Blaylock said the measure does not create new requirements or change current practice; it consolidates existing statute and rule text into a single section of Idaho Code.
Blaylock told the committee the requirement to screen newborns in Idaho dates to 1921 and that the text in the bill copies rule language into statute verbatim to improve legislative oversight. She said the measure repeals six sections of existing Idaho Code and reintroduces that language in a streamlined format.
Jennifer Beazer, a Boise parent who said she lives with a genetic condition diagnosed through newborn screening, testified in support and thanked the sponsor for explaining the process. The committee voted by voice vote to send SB 1014 to the Senate floor with a due-pass recommendation.
