Senator Julie VanOrden, R–District 30, presented Senate Bill 1024 to the Idaho Senate Health and Welfare Committee, seeking to transfer existing administrative rules on children's mental health services, adult mental health services and substance use disorder services into Idaho Code.
VanOrden told the committee the bill does not change services or eligibility; it relocates definitions, screening and certification requirements from administrative rule into statute for clearer legislative oversight. The bill would move two sections for children’s mental health into chapter 24, title 16 of Idaho Code, nine sections related to substance use disorder services into the state code, and three sections for adult mental health into chapter 31, title 39. The bill also repeals the corresponding administrative rules and sets the statutory effective date to July 1.
No public testimony was recorded. Senator Blaylock moved to send SB 1024 to the floor with a due-pass recommendation; Senator Delaney seconded. The committee advanced the bill to the floor by voice vote, with the chair stating “Ayes have it.”
